a signed transaction is public by design: anyone holding it can broadcast it, but nobody can change it. it can’t reveal or move anything beyond what it already says.
when a wallet or script signed a tx but never sent it, a node dropped it, or you signed offline. if it was already broadcast, the node just answers “already known”.
